Ministry of Finance

Ministère des Finances

The Ministry of Finance of the Democratic Republic of Congo is the central government body responsible for managing the country’s public finances, fiscal policy, and financial governance.


Its core functions include:


Revenue Collection and Management
Oversees the mobilization of domestic revenues through taxation, customs duties, and other state levies.
Works with the Directorate-General of Taxes (DGI), the Directorate-General of Customs and Excise (DGDA), and the Directorate-General of Administrative, State, and Participation Revenues (DGRAD).
 

Public Debt Management

Negotiates and manages internal and external debt.
Works with international creditors and financial institutions (IMF, World Bank, etc.) on financing and restructuring agreements.
 

Macroeconomic and Fiscal Policy

Develops fiscal policies to support economic growth and stability.

Monitors economic indicators, inflation, and government revenues/expenditures.
 

Public Procurement and Financial Oversight
Ensures transparency in government spending and public-private procurement.
Implements reforms to combat corruption and improve governance.
 

Coordination with International Partners

Engages with development partners and donors on aid effectiveness, financial reforms, and investment promotion.
 

Regulation and Modernization of Financial Systems
Strengthens public financial management (PFM) systems.
Promotes digitalization and modernization of revenue collection and budget execution.
 

In summary, the Ministry of Finance of the DRC is the guardian of state resources, ensuring that revenues are collected efficiently, expenditures are controlled, and fiscal policies contribute to economic stability and development.

Financing

The Congolese state regulates its finances mainly through short term loans in Congolese francs or American dollars.   Announcements and auction results are published on the Ministry's website.
